Agriculture in Bulgaria is growing faster especially after the country joined the European Union in 2007, but the sector is still searching that sustainable model which will consolidate and build on the achieved results. Finding it goes through increasing productivity and competitiveness, coping with issues such as labour shortages, attracting young people back to the villages and achieving fair pricing of produce. Integral part of this are innovations which can solve lots of the mentioned challenges.

What are the European Commission's policies for innovations development in the sector and what are the steps Bulgaria has to take in this direction, what are the challenges facing the agricultural business financed with European funds and what is the readiness of science to participate in this process, are only part of the highlights of the forthcoming conference.

  • Paul Van der Sluys

    Paul Van der Sluys Member of the EIP-AGRI Service Point, European Commission

    Paul Van der Sluys is member of the EIP-AGRI Service Point. He is involved in EIP-AGRI (European Innovation Partnership ‘Agricultural Productivity and Sustainability’ ) implementation since 2013. He obtained a Master degree in Sciences (Geography) and a Master degree in Urbanism and Spatial Planning at University of Ghent in Belgium. He started his career in 1985 at the Institute for Survey and Spatial Planning at the University of Ghent. In 1990, he joined the Flemish Land Agency (Vlaamse Landmaatschappij, VLM) as staff member. He became responsible for the elaboration of the Flanders’ rural policy plan and participated in the elaboration of the first Flanders’ Rural Development Programme. Since 2005, he was Head of Department Rural Development Policy responsible for agri-environmental measures, non-agricultural measures, LEADER and Cooperation measure in the Flanders’ Rural Development Programme 2007 – 2013 and 2014 – 2020, in addition to the stakeholder management and the VLM participation in European projects. In 2012, His responsibilities were extended to the manure policy in Flanders and the Farm Advisory System with regards to manure handling in farming and soil quality. On October 1, 2017; Paul Van Der Sluys has changed position. He is now Senior Advisor at the Flemish Land Agency (VLM) in charge of international programmes and networks and rural development. Paul Van der Sluys is Board member of PURLPE Network (Peri-Urban Regions PLatform Europe Network) and A.E.I.A.R. aisbl (Association Européenne des Institutions d’Aménagement Rural aisbl) dealing with Land consolidation, Land banking and Rural development.

    Olya Dimitrova Director of "Examination and Protection of Inventions and Industrial Designs" Directorate, Patent Office of Republic of Bulgaria

    Olya Dimitrova graduated from the Higher Institute of Chemical Technology - Sofia, with specialty "Synthesis of polymers". He started work at the NIHFI, participated in research and development in the field of oral hygienсъ products and took a scientific degree in the field of surfactants. She has participated in numerous developments and production implementations. He started at the Patent Office in 2003 as an examiner in patent application in the field of organic chemistry. She has graduated patent-law specialization in 2005. She has participated as a representative, lecturer and moderator in numerous events related to the patent practice. She was a delegate to the Administrative Council and other bodies of the EPO. Since 2014, she is the director of the "Examination and protection of inventions and Industrial Designs" Directorate, where examinations of patent applications, utility models, new plant varieties and animal breeds, supplementary protection certificates, topographies of integrated circuits, design are done. The main functions of the Patent Office as the receiving office for international applications are executed by this Directorate.

    Petya Kumanova has more than 20 years of experience in the field of scientific service and consultancy in the field of agriculture. She graduated from the Agricultural University of Plovdiv, Master's Degree in Engineer-Agronomist. He has specializations and works in the fields of agribusiness, consultancy, project development and management, common agricultural policy of the European Union and RDP and others. He participates in the development and management of numerous projects in the field of agriculture and rural development. Сurrently he is Chief Director of DG Agriculture and Analytical Laboratory at the National Agricultural Advisory Service. Managing and coordinating the NAAS consulting activities and actively contributing to its development and improvement, incl. by providing various advisory packages to small farms and young farmers under the RDP, supporting the transfer and application of scientific and practical achievements in the field of agriculture and raising the knowledge and skills of farmers. He participates in the activities of the European Forum of Agricultural and Rural Advisory Services (EUFRAS), where the NAAS is a co-author and various working groups at the Ministry of Agriculture and Forestry on the drafting of the legal framework for the measures of the new RDP 2014-2020.

    Martin Kolev was born in the city of Veliko Tarnovo. He studied Finance and Corporate Marketing in the Economic University of Varna, having earned a Master’s degree in Corporate Marketing. Proceeded to work in a fast paced and innovative environment, Martin has had more than 10 years of sales experience in the field of business software solutions. For the last 3 years he has been accountable for the sales and marketing activities of "Entegra". Significant part of the company’s customers are wholesale distributors and manufacturers engaged in the Agribusiness market. Working closely with these customers as well as with the great team of consultants at Entegra, has given Martin a deep understanding and expertise in the sector’s specific business processes and their optimization.

    Stoyan Nedev is EU funding consultant with longstanding experience, including projects in operational programmes and pre-accession assistance. The expert is specialized in investment projects focusing on innovation having had developed dozens such projects without an unsuccessful one. He joined the consultants’ team of ELANA Investment in 2007. Previous experience with projects was at the Institute of Public Administration and European Integration and the United Nations Development Program" in Bulgaria. Stoyan Nedev holds a Master in Public Administration from the university of National and World Economics-Sofia.
  • Emil Velichkov

    Emil Velichkov Head of European Programs and Financial Institutions Department, Bulgarian American Credit Bank (BACB)

    Emil Velichkov established and now supervises the European Programs and Financial Institutions Department at BACB. He has created and implemented one of the most innovative products crediting the farmers. He is representative of BACB in the Association of Banks in Bulgaria and is an active participant in the programming of the EU funds for the period 2014 - 2020 and 2021 – 2028. Mr. Velichkov has more than 13 years of experience with European programs and financial institutions working on the Operational Programmes "Regional development" 2007 – 2013, URBACT II and cross border cooperation at the Ministry of Regional Development and Public Works. He has consulted Bulgarian and foreign ministries and local administrations on various European programmes. He negotiates guarantee schemes and credit lines for low-interest financing with reduced collateral requirements.
