In the partnership with the: State e-Government Agency, National Association of the Municipalities in Republic of Bulgaria, Sofia Municipality and Network of Associations of Local Authorities in South-East Europe (NALAS)

Digitalization of the administrative process is unavoidable. This calls speed-up development of the e-Government process and it should meet the challenges connected with this major change. At the end of the last year, while the Ministerial e-Government meeting in Tallinn, was concluded that next 5 years the EU countries should implement major steps for the impact of principles included in the European e-Government Action Plan (2016 -2020) and in the European Interoperability Framework.

The interoperability, removal of the hard copies of the administrative documents, reduction of the administrative complexity of office change data and digitization of the administrative resources and data, those are only part of the questions, which the 19th conference on e-government will focus on.

The targeted audience of the event is as follows: ministers, deputy ministers, chief secretaries and IT directors of state agencies, district governors, mayors and deputy mayors, IT specialists of the Bulgarian administrations and representatives of leading worldwide and Bulgarian companies in the filed of ICT sector.

  • Tomislav Donchev

    Tomislav Donchev Deputy Prime Minister of the Republic of Bulgaria

    Tomislav Donchev was elected Deputy Prime Minister on May 7, 2017, by the 44th National Assembly. He was elected Deputy Prime Minister for European Funds and Economic Policies on November 7, 2014, by the 43rd National Assembly. From May to November 2014 he was a Member of the European Parliament from the EPP Group. From May 2013 to May 2014 was MP from GERB in the 42nd National Assembly. In March 2010 he became Minister for Management of EU Funds in the government of Boyko Borissov. In 2007 he was elected mayor of Gabrovo. The main priority in his work as mayor was to attract external funding and develop quality project proposals, through which Gabrovo Municipality became one of the most successful beneficiaries in Bulgaria in terms of management of EU-funded projects in all areas of social and economic life. 21 proposals were prepared in only 2 years. Of them, 19 received funding. From 1997 to 1999 he worked as a teacher at St. Cyril and St. Methodius High School of Humanities in the town of Veliko Tarnovo, where he taught psychology, logic, ethics, and philosophy. From 1999 to 2000 he worked as editor at Radio Gabrovo. From 2000 to 2004 he was Executive Director of the High-Technology Business Incubator -Gabrovo, and from 2004 to 2007 he was a program director at the Open Society Institute. Mr Tomislav Donchev holds a Master’s degree in Philosophy from Veliko Tarnovo Univesity St. Cyril and St. Methodius with a second major in Journalism. In 2006 he received a second Master's degree from the same University, this time in Business Administration. In 1998 Tomislav Donchev completed a training course in Political Science at the International Summer School of Political Science and International Relations in Poland. In 2001 he completed a training course in Support of High-Tech Small and Medium-Sized Enterprises and Research and Development Start-Ups at the Institute in Negev, Israel. In 2005 he completed a course in Business Mentoring at the Academy of Business Mentoring in Oxford, UK. From 1995 to 2000 he worked as a volunteer, member of the management and staff of various NGOs in the field of Education and Science and was also collaborator of a sociological research agency.

    Jordanka Fandakova took over the Sofia city mayor assignment at the end of 2009. Her career path also includes the posts Minister of education, youth and science, MP at the 41 National Assembly, Deputy Mayor of Sofia Municipality, responsible for education, culture, sports and dependency prevention, Principal of 73 High School Vladislav Gramatik in Sofia. Graduated Russian Philology at Sofia University, and among other has certifications in Business Administration and Education Management.
  • Svetlana Lomeva

    Svetlana Lomeva Executive Director, Sofia Development Association

    Svetlana Lomeva was appointed Executive Director of the Sofia Development Association by the Sofia Municipal Council. She holds an MA degree in Political Science from Sofia University. She has been Deputy Minister of Education, Youth, and Science (2009 – 2010). Mrs. Lomeva is one of the founders and Director of the Bulgarian School of Politics (2001 – 2009) and the Political Academy for Central and Southeastern Europe. She has been lecturer (2002 - 2010) and Director of the Center for Continuous Education (2003 - 2005) at New Bulgarian University. Mrs. Lomeva has had several specializations at Robert Schumann Institute, Budapest; the American University in Bulgaria; the Council of Europe. She has been guest lecturer at Ohio Commission on Dispute Resolution and Conflict Management and Cuyahoga Community College, Cleveland, USA. Svetlana Lomeva is one of the founders and member of the European Political Training Association at the Council of Europe; member of the International Network for Conflict Resolution and Peace Building; member of the editorial board of the Reason magazine.   • Atanas Temelkov

    Atanas Temelkov Chairperson of the State e-Government Agency (S.E.G.A)

    Atanas Temelkow is a graduate of the Higher Military School in Shumen, profile "Artillery instrumental reconnaissance" -"Geodesy, cartography and photogrammetry Engineer" and the Military academy "Georgi Sava Rakovski", specialty Management automation. From 1978 to 1984 he held management positions in the Bulgarian Army. From 1986 he was appointed as Senior Assistant Head of the Automation Management Department at General Directorate "Armament and Equipment", the Ministry of Defense. From 1992 to 1998 he was Head of the TIL Automation Department of the Bulgarian Army. Since 1998 he has occupied Head of "Information Systems" Department position and from 2000 to 2011 he was appointed Deputy Head of the General Directorate "Communication and Information Systems" in the General Staff of the Bulgarian Army and Deputy Director in the Ministry of Defense. From 2011 to 2016 he is Deputy Executive Director of the Executive Agency "Electronic Communications Networks and Information Systems" (EA ECNIS) to the Ministry of Transport, Information Technology and Communications. Since December 2016 he is a Chief Secretary of the State e-Government Agency. Atanas Temelkov managed teams for elaboration of number of conceptual and strategic documents on e-Government, planning and implementation of projects of automation of management processes, communication and information systems, in the area of national security. He took part in international working groups and exercises of NATO and the EU. He was also a Member of the Board of Directors on information and communication systems of NATO. By Ordinance of the Council of Ministers dated December 28th, 2017 he was appointed Chairperson of the State e-Government Agency from January 15th, 2018.

    Aleksandar Yolovski has graduated from Sofia University "St. Kliment Ohridski", having been awarded an MA in Political Sciences Prior to being appointed a Deputy Chairperson to SEGA he managed a Department with "Information Services" AD. In the period of April 2011 to July 2015 he used to be a Director of "Programming, Commerce and Contracting" Department with the "Administrative Capacity" Directorate, a Managing Body of "Administrative Capacity" Operational Program with the Ministry of Finance, a Director of "Structural Measures for European Structural and Investment Funds" of "European Union Funds Programming" at "Good Management" Directorate, a managing body under "Good Management" Operational Program with the Administration of the Council of Ministers. He coordinated the elaboration of annual indicative working programs and controlled the selection and contracting processes related to the provision of grants under electronic governance development procedures, the improvement of the electronic administrative services provided to both individual citizens and the business entities, elaboration and improvement of primary inventories for providing internal administrative electronic services. He participated in the process of prioritizing the fund-raising measures. Aleksandar Yolovski managed the elaboration the "Good Management" Operational Program, which set out the EU-funding priorities, related to implementing the administrative reform and introducing the electronic governance, including electronic justice. He took a leading role in negotiating the approval and acceptance of the operational program by the European Commission.

    Tsanko Tsolov Member of the Commission For Personal Data Protection

    Tsanko Tsolov was chosen for Member of the Commission for Personal Data Protection with decision of the 42d National Assembly since April 15, 2014. He is Member of the Joint supervisory body of Europol and to the Coordination group for oversight of the European System for automated identification of fingerprints (EURODAC). Since 2007 Tsanko Tsolov has been Head of the Registry and Archives department of the Commission for Personal Data Protection, where he participates in the formation of the policies for the registration of personal data administrators and where he leads the creation and perusal of the CPDP’s automated systems and databases. Tsanko Tsolov is a graduate of the Georgi Dimitrov Higher National Military Artillery School, majoring in Automated Systems for Air Defense Control, Radiotechnics and Radio Navigation, and a graduate of the G.S. Rakovski Military Academy, majoring in National Security and Defense, and Automated Control of Troops. His professional career began in the Ministry of Defense’s air force where he maintained the specialised information networks and the automated information processing systems. Between 1990 and 1995 he was a teaching fellow at the Military Research Institute of the General Staff of the Bulgarian army, where he participated in the creation of an automated information system for the executives of the Bulgarian army and the Ministry of Defense.

    Boran Ivanoski joined NALAS in September 2013 as Project Officer. He has extensive experience in public administration reform, inter-municipal cooperation, regional development and capacity building of local government in SEE. Mr. Ivanoski has more than 15 years of experience in training needs assessment, curricula development, training delivery and evaluation of training for national and local authorities. He has practical experience in conducting functional analysis, organisational design as well as establishment of Human Resource Management setting in the central government institutions and Local-self Government Units. Mr. Ivanoski has worked with UNDP on Good Governance Programme, but also CARE International, International Rescue Committee, UNICEF etc. After 3 years working for NALAS focused on assessing territorial attractiveness and monitoring, solid waste and water management, and disaster risk management, he has acquired a deep understanding of the challenges of the local authorities in SEE.

    Since 2009 to the present Mrs. Daniela Pesheva is part of the team of Ministry of Transport, Information Technology and Communications, with areas of activity: development of expert analyses, opinions and proposals relating to the development of ICT and broadband development and improvement of methodologies for eGovernment in the public administration; participation in the activities of the development of strategic documents in the field of ICT and proposals for legal acts linked to the implementation of e-government; coordination and participation in expert working groups in the field of eGovernment and the development of information society. Mrs. Pesheva is coordinator of the project ‘Increasing the qualification of staff at central level through improved knowledge and practical skills Management IT projects in line with current methodologies" implemented in 2015 with the financial support of the Operational Programme Administrative Capacity (OPAC) co-financed by the European Union through the European Social Fund. Before that she is part of the State Agency for Information Technology and Communications (2005-2009) as Expert, Directorate for European Integration and International Relations with commitments on development of the Bulgarian State positions on European integration in the field of Communications and Information Technology, participation in working groups, in the coordination and monitoring of integration, participation in the translation and editing of the European directives and other documents. Mrs. Daniela Pesheva is Mechanical engineer (Technical University of Sofia), Master Accounting and Control (Veliko Turnovo St. Cyril and St Methodius University) and Master of Public Administration (New Bulgarian University).

    Since 2009 Mrs. Dobreva is Expert in the Information Technologies Directorate of the Ministry of Transport, Information Technology and Communications. Activities: supporting the participation of Bulgarian organizations in European framework programmes in the field of information and communication technologies, the dissemination of information, consultations of potential participants, preparation of statistics on Bulgarian participation in calls for proposals, development of expert analyses, comments and proposals related to the development of ICT, participation in working groups and initiatives of the European Commission, the Council of Europe, UNESCO and the expert working groups at national level. Representative of Bulgaria at the Editorial Board of the EC’s portal Your Europe and the European Language Resources Coordination Board, funded under the Connecting Europe Facility - Telecommunications Sector. She has experience in the implementation of EU projects and projects funded under the operational and national programmes in the area of ICT, e-government, e-infrastructures, education etc. Before that she was expert in the Directorate of Innovation and Project Management of the State Agency for Information Technology and Communications (2005-2009) with emphasis on supporting and stimulating projects in the field of R&D. Promoting the opportunities for participation and funding, mainly universities, institutes of the Bulgarian Academy of Science, small- and medium-sized enterprises and others. Mrs. Dobreva was expert in the Directorate Revenue, investments, marketing and research of the Agency "Development of Communications and of Information and Communication Technologies" where she participated in selection and evaluation procedures of small research projects proposals; Active participation in "i-Bulgaria" programme and it’s projects "i-class" and "i-university", "i-center", i-zone" etc.; Preparing information materials and reports on the website of the Agency.     Nina Blagoeva - General Manager and founder of the company NDB Ltd., finished the German language high school in Varna. She has a Master`s degree from the Technical University of Sofia (UCHT), Department "Automation" and is a postgraduate in Marketing and economics, University of National and World Economy, Sofia. Till 1989 Nina Blagoeva was working on numerous automation projects for big enterprises in Bulgarian Academy of Science. From 1991 till 1995 she was the manager of the German company NOAC GmbH.     Kalin Kamenov was born in Vratsa on July 19, 1980. He’s an alumnus of the Southwest University "Neofit Rilski" Law school in Blagoevgrad. In 2013 he graduated from the Bulgarian School of Politics "Dimitar Panitza" at New Bulgarian University. He has taken part in dozens of trainings and conferences on children's rights, social policies, youth policies, psychology, volunteering, etc. He has been the co-chairman of the National Safer Internet Center, a national correspondent for the Council of Europe through the Program "Building Europe for and with Children", and also a member of the Monitoring Committee for the OP Human Resources Development. By the autumn of 2013 he was the chairman of the Public Counsel to the Children's Fund. In the period 2010-2012 he was the Deputy Chairman of the State Agency for Child Protection. From 2012 to 2013 he was the Chairman of the State Agency for Child Protection. He was an expert on youth policies at the 42nd National Assembly. In 2014, Kalin Kamenov became the Deputy Minister of Youth and Sports in the office of Georgi Bliznashki, whom he kept in the government of Boyko Borisov. He has served as Mayor of the Municipality of Vratsa since November 10, 2015.
